Information about the work that has been done by the Ministry of Education of the Republic of Belarus in the second half of 2007 in accordance with the Program of activation of Belarusian-Chinese relationship in 2006 – 2010 years
The Delegation from a number of universities of the Ministry of Education took part in eighteenth Harbinsk trade and economic fair, which held on June 15 – 19, 2007.
The work over development and production of advertising materials about institutes of higher education, including electronic carriers in English and Chinese languages had been continued. These materials had been sent to the Embassy of the Republic of Belarus, the People's Republic of China and Chinese partners.
The Ministry of Education published a new catalogue which includes a CD-disk of institutes of high education of the Republic of Belarus in Chinese language “Educational service for foreign citizenry”.
While decorating the stand of the Ministry of Education on Beijing and Heilongjiang international exhibitions the symbol of the Republic of Belarus, posters in English and Chinese languages, which contain information on how to be educated in the Republic of Belarus, advertising booklets about departments, terms and costs of education at institutes of higher education had been used. The demonstration of the presentation was provided by means of the personal computer and multimedia projector.
The Ministry of Education, institutes of higher education of the Republic of Belarus interchange the information on development of the educational system, new regulatory documents and educational materials with the Ministry of Education of the People's Republic of China, government secretariat of the People's Republic of China on international spreading of Chinese languages, Chinese educational institutes within the frames of the signed agreements on cooperation.
Institutes of higher education, scientific organizations, and innovative enterprises actively work in the field of development and extension of scientific co-operation with organizations of the People's Republic of China.
Joint scientific researches and participation in conferences and seminars are held.
The functioning of Belarusian-Chinese center of scientific and technical cooperation with provinces Henan, Jilin on the basis of BNTU “Metolit” industrial park is an example of cooperation in the field of realization of joint projects and promotion up-to-date technologies and scientific output in the market of China and Belarus.
Belarusian-Chinese center of scientific research continues an investigation in the field of highway engineering. This center was created on the basis of Belarusian State Technical University and Chinese company “Gaouan”.
Collective exposition of educational services of the institutes of higher education of the Republic of Belarus had been presented during Heilongjiang (Harbin, on July 7-8, 2007) and Beijing (Beijing, on July 13-15, 2007) international educational exhibitions. This exhibition took a significant interest of visitors and participants in the international educational exhibition. Belarusian delegation participation in this activity brought about a new positive impulse in cultural contact development between the Republic of Belarus and the People's Republic of China.
Belarusian delegation conducted fruitful negotiation with a Chinese organization China Education Association for International Exchange, China Center for International Educational Exchange (CCIEE)., which helps Chinese young people to study abroad in CIS in close relationship with the Ministry of Education of the People's Republic of China. The Ukraine department director, Mr. Wang Yan Min showed an interest to educational services of institutes of higher education in the Republic of Belarus. The letter contract regarding CCIEE delegates’ visitation to the Republic of Belarus with the purpose of firsthand view of leading institutes of Belarus and conclusion of agreement with the Ministry of Education and institutes about sending young people to study in our country was achieved.
A further expansion of general educational establishments’ network with Chinese language learning is planned in order to achieve an activation of Belarusian-Chinese relationship program in 2006-2010.
Higher level Chinese language learning was brought into Vitebsk State comprehensive secondary school № 44 at the first form, on September 1, 2007. In case of positive personnel matters solving, Chinese language will be put into practice in Minsk gymnasium №11.
The plan of measures of the Ministry of Education of the Republic of Belarus on realization of clause 1 of the Agreement between the Ministry of Education of the Republic of Belarus and Government secretariat of the People's Republic of China was directed to the embassy of the Republic of Belarus in the People's Republic of China by letter from 08.12.2006 № 06-16/616/ф.
In accordance with the above-named plan of measures, the center of Chinese culture and written language was created on the basis of comprehensive school “Minsk Gymnasium № 12”.
The work on creating of Chinese language national books for educational institutes, which provides general secondary education, has been continuing. At the presidium of scientific-methods Council of Ministers of Education was accepted a Chinese language teaching aid for the second form (part 1.2) and developed a writing-book (part 1.2), which was sent to publishing house ‘High School” for reading for a publication.
In 2006-2007 school year for parents and teachers of general secondary school № 10 was organized free course of Chinese language learning, which was conducted once a week by Chinese language lecturer Kun Syaonin.
Within the frames of agreement between the Belarusian State University and the Harbin University of Science and Technology on creation joint graduate school, where 8 Chinese post-graduate students learn Russian language, is in process of realization.
Delegation of the Harbin University of Science and Technology paid an official visit to the BSU in order to discuss the questions on cooperation concerning a further work of joint graduate school.
Cooperation of institutes of higher education of the Republic of Belarus and the People's Republic of China is realized within the frames of agreement between the Ministry of Education of the Republic of Belarus and the Ministry of Education of the People's Republic of China, as well as in compliance with the direct partnering of institutes of higher education of Belarus and China.
As of 01.01.2007, 26 institutes of higher education of the Republic of Belarus had 90 direct cooperation agreements in the field of education and science with educational institution of China.
In case of need, institutes of higher education of the Republic of Belarus invite Chinese colleagues for participation in various seminars, symposiums for experience interchanges, discussion plans and work programs of bilateral cooperation.
In period of time from 19 till 30 May, 2007 the delegation of Huh-Hotoski professional institute of the People's Republic of China headed by rector paid an official visit to the Republic of Belarus.
During this visit the delegation of China visited ten Belarusian Universities: the Belarusian National Technical University, the Belarusian State University of Informatics and Radio electronics, the Belarusian State Economic University, the Maxim Tank Belarusian State Pedagogical University, and the Belarusian State Technologic University, the Belarusian State Academy of Art, the Brest State Technical University named after Pushkin, the Vitebsk State Technical University named after Masherov, the Vitebsk State Technologic University.
Eight interuniversity agreements on cooperation had been signed.
The delegation of the Dalyansk Polytechnic University headed by the rector Ou Jinping paid a visit to the BSU in the beginning of June, 2007. Negotiations on the question of cooperation in the field of education and science took place, an agreement on cooperation in the field of higher education and science between the BSU and the Dalyansk Polytechnic University had been signed.
Chinese delegation confirmed a special interest in students’ education and scientific brainpower training for nuclear power system exploitation.
